The master is a time lord like the doctor and unlike the doctor is completly insane.

Bio: after the master and the doctors confrontation in which the master refused to regenerate and save his own life this man appeared. Unbeknown to the doctor he is the 7th master and is in fact the master regenerated using the same trick as he had done with yana This master has taken a normal name and alias to hide by. Even sam is unaware of who he is and why he has such strange dreams. He is a taxi driver of a black cab for a local british taxi company and has no criminal record. The fob watch he owns at home has never been opened by him and until it does he will remain human and completly unaware of his past. Just your average cab driver in the year 2010.
